Enterprise VNeID Accounts: Key Considerations for FDI Enterprises During Vietnam’s Digital Transformation

The Vietnamese Government is promoting a national digital transformation program and building an e-administrative platform. In this context, the use of electronic identification accounts of organizations (also known as VNeID accounts) is gradually becoming a mandatory requirement for enterprises, including Foreign Direct Investment (FDI) enterprises, when carrying out online administrative procedures with state agencies in Vietnam.
In fact, many state agencies, such as the Department of Home Affairs and the Immigration Management Departments of provinces and cities, have begun to convert the method of authentication and receipt of electronic records from the use of digital signatures (e-tokens) or ordinary login accounts, to instead using an organization’s VNeID account. Notably, from June 2026, a number of administrative procedures on the National Public Service Portal (dichvucong.gov.vn) and interconnected electronic systems (e.g. the National Business Registration Portal) require enterprises to log in with their organization's VNeID account instead of the previously adopted e-tokens.
An organization's VNeID account (electronic identification account) is considered the official "digital identity" of the enterprise in the electronic environment. Through this account, enterprises can carry out many administrative procedures online such as business registration, investment, labor, social insurance, tax, immigration, and other administrative procedures provided by state agencies on the digital platform.
For FDI enterprises, completing the registration of VNeID accounts has become even more necessary because these enterprises regularly carry out procedures related to investment, work permits, visas, temporary residence cards for foreign workers, investment reports and many other compliance obligations. In case the enterprise does not have such an account, the online application process may be interrupted or it may not be possible to access certain new electronic administrative systems. This can lead to enormous obstacles regarding the entry and residence of legal representatives. In addition, interruptions in administrative procedures may lead to the risk of being sanctioned for administrative violations.
According to current regulations, enterprises need to carry out procedures for registering an organization's VNeID account through a legal representative or a valid authorized person. The registration process usually requires enterprises to provide basic identification information of the organization, representative information and carry out authentication in accordance with the instructions of the competent authority.
From the perspective of legal and operational risk management, we recommend that enterprises, especially FDI enterprises, proactively review the registration status of their VNeID accounts, and complete the registration as soon as possible. At the same time, FDI enterprises should regularly monitor notices from competent state agencies and clearly identify the individual responsible for account management; update information when there is a change in the legal representative or personnel in charge; and develop internal processes to ensure secure and continuous use of the account.
