PPP, PFI, and Concessions
Atsumi & Sakai has been involved in public-private partnership (PPP) and private finance initiative (PFI) businesses for more than 20 years and has one of Japan’s top-tier PPP/PFI practices, led by a partner recognized by independent commentators as being a leading practitioner in the field.
We support the public sector, private business operators, financial institutions, and other organizations in relation to conventional PFI, concessions, and PPP businesses, including design, build and operate (DBO) model, across a wide range of fields, such as airports, water and sewage, public parks, urban development, MICE, hospitals, schools, mixed-use facilities, water treatment plants, waste disposal, and power generation.
We also continuously advise Japanese government-affiliated development assistance organizations, public-private funds, private business operators, financial institutions, and other such bodies in relation to offshore infrastructure export support projects, such as real estate development, logistics infrastructure, water and sewage, hospitals and power generation. We have partnerships with overseas law firms and lawyers that specialize in the field of infrastructure, with whom we will work together, as necessary, including initial assessment on whether or not to proceed with arbitration or litigation.

- Public bidding procedures
- Research on industry-specific regulations/relevant laws and regulations
- Regulatory issues and licensing
