As the population declines and the aging of society advances, urban regeneration is shifting its focus from "quantity" to "quality," and there is a need for new urban development that emphasizes spiritual richness, quality of life, cultural identity and the distinctive value of each community. The Ministry of Land, Infrastructure, Transport and Tourism (MLIT) is developing the design of an area management framework in which major metropolitan areas and regional cities work together to re-evaluate the uniqueness, history, culture, and landscape of their cities while improving convenience and livability. Attorneys from our firm participate in the MLIT's "Working Group on Area Management," contributing from a practical perspective to the design of systems for the utilization of public and privately owned space and the securing of financial and human resources.
